IL HB6151

Requires vehicle manufacturers to disclose the presence and functions of data recording devices in the owner's manual for vehicles equipped with such devices.

Defines data recording devices as manufacturer-installed devices that record vehicle speed, direction, location, steering performance, brake application, seat belt status, or transmit accident information to a central communications system.

Prohibits downloading or retrieving data from recording devices except with owner consent, by court order, for motor vehicle safety research (without disclosing driver identity), or by licensed dealers for vehicle diagnosis and repair.

Allows subscription services that record or transmit vehicle data to operate outside these restrictions if the subscription service agreement discloses that information may be recorded or transmitted.

Applies only to vehicles manufactured and data recording devices installed on or after the effective date of the act.
