Defines "high-end vehicle" as any motor vehicle with an estimated value exceeding $50,000 at the time of initial registration.

Allows owners of high-end vehicles to register them with a special plate designation for twice the standard annual registration fee under Section 3-806.

Exempts high-end vehicles registered under this provision from the requirement to display a front license plate, requiring only a rear plate.

Modifies Section 3-413 of the Illinois Vehicle Code to clarify that high-end vehicles with appropriate rear license plate designation are subject to different front plate display requirements than standard vehicles.

Authorizes the Secretary of State to prescribe whether high-end vehicle plates are issued for definite or indefinite terms, consistent with standard registration plate terms.
