Amends the Fire Protection District Act to allow home rule municipalities providing fire service to at least 80% of their territory to detach and disconnect property from a fire protection district through court petition.

Municipality must petition the court with a description of the property and statements that: the disconnection will not make remaining district property noncontiguous, the loss of assessed valuation will not impair the district's ability to provide adequate service, and the municipality provides fire service to at least 80% of its territory.

Court must schedule a hearing within 2-4 weeks of petition filing with 2 weeks' notice; the fire protection district is a necessary party and property owners may file objections and appear at the hearing.

Upon court approval, the detached property ceases to be part of the fire protection district and becomes serviced by the municipality, but remains liable for its proportionate share of the district's outstanding bonded indebtedness.

Circuit clerk must transmit a certified copy of the detachment order to relevant county clerks and the Office of the State Fire Marshal.
