Amends the Illinois Gas Pipeline Safety Act by adding liability insurance requirements for gas pipeline operators and owners.

Requires persons engaged in gas transportation or operating pipeline facilities to procure and maintain $100,000,000 in general liability insurance from an independent third-party insurance agent.

Requires persons engaged in gas transportation or operating pipeline facilities to maintain $25,000,000 in environmental impairment liability insurance.

Preserves existing requirements for operators to comply with safety standards, maintain inspection and maintenance plans, keep records, and report accidents to the Commission.
