Creates the Roadside Monarch Habitat Fund as a special fund in the State treasury to support roadside monarch and pollinator habitat development, enhancement, and restoration projects.

Establishes a Universal special license plate program administered by the Secretary of State, allowing authorized organizations to issue decals for the plates.

Designates the Illinois Department of Natural Resources as an authorized organization to issue decals for Universal special license plates with a $25 fee for original issuance and $25 for renewal.

Distributes license plate fees as follows: $10 to the Roadside Monarch Habitat Fund and $15 to the Secretary of State Special Plate Fund for original issuance; $23 to the Roadside Monarch Habitat Fund and $2 to the Secretary of State Special Plate Fund for renewal.

Applies Universal special license plates only to passenger vehicles of the first division (including motorcycles and autocycles) or motor vehicles of the second division weighing not more than 8,000 pounds.
