Allows units of local government to use highway design publications outside the Illinois Department of Transportation's Bureau of Local Roads and Streets Manual for highway construction projects they own or control.

Exempts interstate highways that are part of the National System of Interstate and Defense Highways from using alternative design publications.

Requires the alternative highway design publication to be approved by the Federal Highway Administration.

Requires the unit of local government to formally adopt the alternative design publication and ensure the design complies with all applicable federal laws.

Only applies when the local government receives federal or state funds for the highway construction project.
