Amends the Illinois Income Tax Act to redefine "United States" for unitary business group purposes: for tax years ending before December 31, 2016, means the 50 states and District of Columbia (excluding territories and areas with asserted jurisdiction); for tax years ending on or after December 31, 2016, adds areas where the U.S. has asserted jurisdiction or claimed exclusive rights regarding natural resources, but continues to exclude territories and possessions.

Reduces Limited Liability Company filing fees: articles of organization, applications for admission, and restated articles of organization reduced from $500 to $75 for standard LLCs and from $750 to $125 for series LLCs.
