Amends the Counties Code to modify board of health organization and powers requirements, changing semicolons to periods in the list of mandatory duties.

Boards of health must hold annual officer election meetings, quarterly meetings, and special meetings upon written request by two members or the executive officer.

Boards of health must publish annual reports within 90 days of fiscal year end detailing finances, expenditures, and departmental statistics, and may set reasonable fees for services and regulatory activities.

Adds new authority for boards of health to enter into contracts with municipal and county health departments, other boards of health, hospitals, and nonprofit entities to provide public health services outside their jurisdiction.

Act takes effect June 1, 2016.
