• Amends the Illinois Public Labor Relations Act to establish that deletion or destruction of employee disciplinary reports, letters of reprimand, or other disciplinary records are matters of inherent managerial policy not subject to collective bargaining.

• Creates Section 25 of the Local Records Act requiring all records related to complaints, investigations, and adjudications of police misconduct to be permanently retained and prohibiting their destruction.

• Amends the Personnel Record Review Act to prohibit employers from deleting or destroying disciplinary reports, letters of reprimand, or disciplinary action records of peace officers.

• Provides that the Public Labor Relations Act does not take precedence over the Local Records Act or Personnel Record Review Act regarding deletion or destruction of peace officer disciplinary records.

• Takes effect immediately upon becoming law.
