• Beginning with the 2017 registration year, changes vehicle registration from annual to biennial (2-year) periods for first division vehicles, second division vehicles under 8,000 lbs., motorcycles, motor-driven cycles, recreational vehicles, and campers.

• Doubles registration fees to account for the two-year registration period (e.g., first division vehicles increase from $98 to $196 annually becomes $196 biennially).

• Updates registration sticker requirements and expiration dates to reflect the new biennial cycle, with motorcycles and motor-driven cycles expiring on December 31 of odd-numbered years starting in 2017.

• Increases amateur radio operator plate fees from $4 to $8 and adjusts the delinquent vehicle registration renewal fee from $20 to $40.

• Makes conforming changes to the Cycle Rider Safety Training Act to reference biennial rather than annual registration fees, effective January 1, 2017.
