Re-creates the Comprehensive Regional Planning Fund as a special fund in the State treasury starting July 1, 2016.

Provides a continuing appropriation of $5,000,000 annually from the General Revenue Fund to the Comprehensive Regional Planning Fund, with the amount adjusted each year for inflation based on the Consumer Price Index.

Directs the Illinois Department of Transportation to distribute funds annually to: Chicago Metropolitan Agency for Planning (70%), other Metropolitan Planning Organizations (25% based on population), and Rural Planning Agencies (5% based on population).

Removes the requirement for appropriation to make distributions, allowing the Department of Transportation to distribute all federal and other moneys received in the Fund without separate legislative action.

Takes effect immediately upon becoming law.
