Adds new Section 17-143.5 to the Illinois Pension Code granting the Board power to issue subpoenas to compel witness testimony and document production for employer payment determinations, disability claims, administrative reviews, debt collection, and felony forfeiture investigations.

Witness fees for subpoenaed testimony shall match circuit court rates and be paid by the party seeking the subpoena, with the Board able to petition circuit courts for compliance orders.

Modifies Section 17-149 to allow service retirement pensioners re-employed as teachers on temporary, non-annual, or hourly basis to retain pensions if they work no more than 100 days per school year or earn no more than $30,000 in gross compensation annually.

Creates exception for driver education instructors teaching only after regular school hours, allowing up to 900 hours of work per school year while retaining pension, subject to the $30,000 compensation limit.

Requires pensioners to notify the Fund and Board of Education before accepting such re-employment and mandates employers certify pensioner status and compensation quarterly to the Fund.
