IL HB6303

Creates a new crime of "firearms trafficking" in the Criminal Code, making it illegal for people without a Firearm Owner's Identification Card to knowingly bring firearms or ammunition into Illinois for sale, delivery, or transfer to others.

Establishes firearms trafficking as a Class 1 felony with sentences of 4 to 20 years imprisonment; elevates to a Class X felony for repeat offenders with prior convictions for firearms trafficking, gunrunning, or felony firearms sales.

Exempts from the trafficking law persons exempt under the Firearm Owners Identification Card Act, common carriers, and non-residents who lawfully possess firearms in their home states.

Adds Class X felony firearms trafficking convictions to the list of offenses in the Unified Code of Corrections for which probation, periodic imprisonment, and conditional discharge are prohibited.
