• Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985 to restrict Department authority for license denial or discipline based on criminal convictions to first degree murder, Class X or Class 1 felonies, and similar offenses (rather than any felony).

• Expands grounds for discipline to include misdemeanors or felonies where dishonesty is an essential element, and crimes related to the practice of the profession.

• Maintains Department authority to refuse, suspend, revoke, place on probation, or reprimand licenses for 21 specified grounds including gross malpractice, fraudulent practice, false advertising, and violations of the Act.

• Requires the Department to consider public confidence in the profession, degree of harm, mental state of the licensee, and other factors when imposing discipline.

• Takes effect immediately upon becoming law.
