Amends the Electronic Products Recycling and Reuse Act by modifying Section 50 regarding recycler and refurbisher registration requirements and operational standards.

Exempts facilities that place cathode ray tube (CRT) glass in storage cells for future retrieval from mandatory R2 Practices or e-Stewards certification requirements beginning in program year 2016, and prohibits accrediting organizations from penalizing recyclers using such storage methods.

Maintains registration fee structure of $2,000 for program year 2010 and $500 for facilities processing less than 1,000 tons annually in 2011 and beyond, with annual inflation adjustments based on the Implicit Price Deflator for Gross National Product.

Establishes comprehensive operational compliance requirements for recyclers and refurbishers including environmental health and safety training, hazardous materials management plans, commercial general liability insurance ($1,000,000 minimum), annual environmental audits, and proper data destruction procedures on hard drives.

Prohibits recyclers and refurbishers from employing prison labor or contracting with third parties that use prison labor in any operations related to collection, transportation, recycling, or refurbishment of consumer electronic devices and electrical equipment.
