Amends the Firearm Owners Identification Card Act to modify Section 3.1 regarding the dial-up system for firearm transfers.

Requires the Department of State Police to provide a telephone system or utilize existing technology for federally licensed firearm dealers, gun show promoters, and vendors to verify transfers of firearms, stun guns, and tasers.

Allows the Department of State Police to charge callers a fee not to exceed $2 for using the system, with collected fees deposited in the State Police Services Fund.

Requires the Department of State Police to approve or deny firearm transfer requests within the timeframe established by Criminal Code Section 24-3, and assign a unique identification number for approved transfers valid for 30 days.

Mandates the Department of State Police and Department of Human Services to enter into a memorandum of understanding with the Federal Bureau of Investigation to implement the National Instant Criminal Background Check System, and requires notification to law enforcement agencies when a person is disqualified or their FOID card is revoked.
