Extends the fiscal year 2017 mileage reimbursement rate to $0.39 per mile and lodging and meals allowance to $111 per day for General Assembly members during session days.

Prohibits cost-of-living adjustments (COLAs) for the fiscal year beginning July 1, 2016 for General Assembly members, State's attorneys, elected executive constitutional officers, and certain appointed state officials whose compensation was previously set by the Compensation Review Board.

Applies the travel reimbursement restrictions to non-session days using Legislative Travel Control Board guidelines, except for fiscal years 2012-2017 which maintain the $0.39 per mile rate.

Takes effect immediately upon becoming law.
