Requires LINK cards (electronic benefits transfer cards for SNAP benefits and cash) to display the name and photo of the primary cardholder beginning January 1, 2018.

Allows LINK cards to optionally include the names of secondary cardholders authorized to use the card at the primary cardholder's discretion.

Only permits card use by the primary cardholder if their photo matches, or by secondary cardholders who present current and valid photo identification confirming their authorization.

Directs the Department of Human Services to begin transitioning to photo-ID LINK cards upon the bill's effective date, with completion required by January 1, 2018.

Takes effect immediately upon becoming law.
