Increases penalties for theft committed against not-for-profit organizations exempt from federal taxation under Internal Revenue Code Section 501(c)(3) by raising the offense one class level.

Theft against a 501(c)(3) organization that would normally be a Class A misdemeanor becomes a Class 4 felony.

Theft against a 501(c)(3) organization that would normally be a Class 1 felony becomes a Class X felony with a minimum 7-year prison sentence.

All intermediate felony classifications (Class 4, 3, 2, and 1) are similarly elevated by one class when the victim is a qualified not-for-profit organization.

The bill takes effect immediately upon becoming law.
