Creates the Water and Sewer Tax Relief Division in the Illinois Municipal Code, effective immediately upon passage.

Prohibits municipalities with populations exceeding 1,000,000 from increasing taxes or rates on water, utility, or sewer services for 10 years after the bill's effective date.

Prevents municipalities from increasing charges or fees imposed for the provision or sale of water, utility, or sewer services during the 10-year period.

Voids any municipal ordinance provisions that contradict the tax and rate freeze requirements, explicitly limiting home rule powers under the Illinois Constitution.
