• Increases minimum prison sentences by 3 years for knowingly manufacturing, delivering, or possessing with intent to deliver 15 grams or more of heroin
• Changes heroin penalties from 6-30 years (15-99g), 9-40 years (100-399g), 12-50 years (400-899g), and 15-60 years (900g+) to 9-30 years, 12-40 years, 15-50 years, and 18-60 years respectively
• Maintains existing penalty structure for fentanyl, cocaine, morphine, LSD, and other controlled substances at their current levels
• Adds 3-year mandatory sentence enhancement when any controlled substance contains fentanyl (excluding fentanyl-only violations)
• Applies as Class X felony offense with additional potential fines up to $500,000
