IL HB6607

Creates Water and Sewer Tax Relief Division in the Illinois Municipal Code applicable to municipalities with populations exceeding 1,000,000.

Prohibits municipalities from increasing water, utility, or sewer service taxes, rates, charges, or fees for a 10-year period from September 14, 2016 through September 14, 2026.

Voids any ordinances that implement tax increases or fee increases contradicting the restrictions in this provision.

Limits home rule powers under Article VII, Section 6(g) of the Illinois Constitution to prevent municipalities from circumventing these restrictions.

Takes effect immediately upon becoming law.
