Amends the General Assembly Compensation Act to prohibit members maintaining a permanent or primary residence in Sangamon County from receiving travel allowances or food and lodging allowances for attending General Assembly sessions.

Establishes lodging and meals allowance at $111 per day and mileage reimbursement at $0.39 per mile for fiscal years 2012-2017.

Sets non-session day travel reimbursement for General Assembly members beginning fiscal year 2012 using Legislative Travel Control Board guidelines, with mileage capped at $0.39 per mile for fiscal years 2012-2017.

Takes effect immediately upon becoming law.
