Prohibits school districts (other than Chicago) from paying post-retirement educator bonuses to retired teachers collecting annuities from the Teachers' Retirement System of Illinois, except when required by contracts entered before the effective date.

Bars school districts from entering into new contracts on or after the effective date that provide for post-retirement educator bonuses.

Requires school districts to submit annual reports by January 31 to all residents detailing all post-retirement educator bonuses paid in the previous school year and future contractual obligations for such bonuses.

Defines "post-retirement educator bonus" as any payment to a licensed educator who has retired and is collecting a retirement annuity, excluding compensation for current employment.

Takes effect immediately upon becoming law.
