HB6615 Summary

• Beginning January 1, 2018, all handgun ammunition manufactured, imported, or sold in Illinois must be serialized with unique identifiers traceable to manufacturer, ammunition type, and individual rounds.

• Manufacturing, selling, transferring, or possessing non-serialized handgun ammunition is a Class A misdemeanor; possessing non-serialized handgun ammunition in public is a Class C misdemeanor.

• Department of State Police must maintain a centralized registry of handgun ammunition transactions and may collect end-user fees up to $0.005 per round plus vendor registration fees up to $50 per year to cover implementation and enforcement costs.

• Registered handgun ammunition vendors must record buyer information including name, identification, date of birth, and transaction details; maintain records for 3 years; and report sales to Department of State Police.

• Extensive exemptions apply including for law enforcement, military personnel, museums, non-commercial reloaders, concealed carry license holders (15-year grace period), and existing inventory manufactured before January 1, 2018.
