Authorizes the Illinois Department of Veterans' Affairs to issue "In God We Trust" special license plate decals under the Universal special license plate program.

Sets original issuance fee at $26, with $11 going to the Illinois Veterans' Homes Fund and $15 to the Secretary of State Special Plate Fund.

Sets renewal fee at $26, with $24 going to the Illinois Veterans' Homes Fund and $2 to the Secretary of State Special Plate Fund.

Requires applicants to obtain decals from the authorized organization and register the affiliated organization with the Secretary of State for the duration of the plate.

Plates are available for passenger vehicles of the first division (including motorcycles and autocycles) and motor vehicles of the second division weighing not more than 8,000 pounds.
