Mandates property fraud alert systems notify all registered property owners and real estate professionals within 15 days of any document being recorded that relates to a registered property.

Requires mortgagees to publish a telephone number, email address, or both on their website and in all mortgage documents filed with county recorders where real estate professionals can verify the mortgagee's ownership interest in property.

Requires mortgagees to respond to real estate professional inquiries about property ownership by phone or email no later than the next business day after receipt.

Establishes standards for registration forms including property owner information, parcel identification, alert preferences, and liability disclaimers for the county, recorder, vendors, and real estate professionals.
