Establishes automatic voter registration program jointly administered by Secretary of State and State Board of Elections allowing driver's license and state ID applications to serve as voter registration applications.

Makes driver's licenses and state identification cards dual-purpose applications that automatically register applicants to vote unless they affirmatively decline, with clear written notices about voter qualifications and penalties for false registration.

Permits designated automatic voter registration agencies (state and federal agencies with reliable personal information) to offer dual-purpose applications for their services in partnership with the State Board of Elections.

Allows election authorities to send election-related notices to individuals solely by electronic mail if the individual provides a current email address and authorizes electronic delivery.

Exempts certain confidential voter registration information from Freedom of Information Act disclosure, including Social Security numbers, driver's license numbers, applicant decisions to decline registration, and personally identifiable information of domestic violence and stalking victims.
