HB6629 Summary: Lead in Drinking Water

• Requires community water system owners/operators beginning July 1, 2017 to collect and test first-draw samples for lead from high-risk facilities (schools and daycare centers built before January 1, 1987) and report results within 30 days to the facility and Department of Public Health.

• Mandates development of water distribution system material inventories documenting service connection composition, updated annually and made publicly accessible upon request to state agencies.

• Requires daycare centers and schools built before January 1, 1987 to develop water management plans identifying lead-containing plumbing, assessing health risks, and specifying practices to minimize identified risks.

• Authorizes municipalities and water utilities to collect fair and reasonable fees to recover costs of complying with lead hazard testing, inventory, and water management plan requirements.

• Establishes notification requirements for residents and facility occupants within 30 days when lead testing exceeds health-based standards, and requires advance notice to potentially affected residences before lead service line repair or replacement work.

• Grants Public Water Supply Loan Program authority to provide financial assistance for expenditures eligible under the federal Safe Drinking Water Act.
