Designates the section of Illinois Route 47 over the CSX Railway in Morris between High Street and Benton Street as the Firefighter James Allen Memorial Highway.

Requests the Illinois Department of Transportation to erect plaques or signs at suitable locations notifying the public of the highway designation.

Honors Firefighter James Allen, who died in the line of duty on March 18, 1985, at age 24, while fighting a house fire in Morris.

Allen was a Morris Volunteer Firefighter who joined at age 21 and died in a backdraft incident along with attempted rescue efforts that were unsuccessful.

Directs copies of the resolution be presented to Allen's family, the Morris Fire Protection and Ambulance District, the Mayor of Morris, and the Illinois Department of Transportation Secretary.
