Creates the School Poverty Task Force to study funding sources for poverty-stricken schools throughout Illinois and recommend solutions for more equal distribution of school funding.

Task Force shall examine possible solutions and new methods for State funding, including General State Aid and poverty grant funding.

Task Force composition includes seven members: one each appointed by the Governor, Speaker of the House, President of the Senate, Illinois State Board of Education, and Illinois Department of Human Services; one poverty expert appointed by a non-profit group; and one teacher union representative elected by major teacher unions.

Illinois State Board of Education shall provide administrative support to the Task Force.

Task Force shall submit a report to the General Assembly no later than October 31, 2016, and be dissolved upon submission.
