Monroe Flinn served 23 years in the Illinois House of Representatives from 1971 to 1995 and was Democratic Leader from 1975 to 1980.

Flinn worked for 41 years at Granite City Steel before his legislative career and contributed to the 1972 Illinois Constitution revision.

Served as the longest-serving and last remaining charter member of the Joint Committee on Administrative Rules, with the committee's weekly publication named "The Flinn Report" in his honor.

Illinois Department of Transportation requested to erect plaques or signs at suitable locations marking the Monroe L. Flinn Memorial Highway.
