Creates the Bilingual Advisory Task Force consisting of 12 voting members including legislators, educators with bilingual/ESL certifications, school administrators, and State Board of Education officials.

Task Force shall evaluate the current framework for bilingual education programs, including Transitional Bilingual Education and Transitional Program of Instruction models.

Task Force shall examine learning technology use in bilingual classrooms to ensure English Learners receive equivalent software and hardware as mainstream classrooms.

Task Force shall review teacher competencies, experience, and coursework requirements for educators working with English Learners.

Task Force shall submit findings and recommendations to the Governor and General Assembly by December 15, 2015, with State Board of Education providing administrative support.
