Creates the Behavioral Health Prison Diversion Commission with 9 voting members appointed by legislative leaders, minority leaders, Secretary of Human Services, Director of Corrections, and Governor's office.

Commission must gather information, review studies, and identify best practices for diverting persons with mental illness, substance use disorders, and intellectual disabilities from the criminal justice system as an alternative to incarceration.

Commission shall submit a report to the General Assembly by February 1, 2016, including a diversion action plan, best practices for pre-booking and post-booking options, and a performance monitoring process with baseline and post-implementation data.

Findings and recommendations shall be provided in both report form and as draft legislation, with assistance from the Legislative Reference Bureau.

Commission dissolves on February 15, 2016; Department of Human Services provides administrative support and meeting space.
