Designates the portion of Illinois Route 149 East from U.S. Route 51 to the Jackson County Line as the "Veterans Memorial Highway"

Honors Jesse Crow, a World War II veteran from DeSoto who designed and built a veterans memorial monument with private donations beginning in 2001

The memorial is a 6.5-foot tall black granite monument engraved with military branch emblems and the names of all DeSoto veterans, regardless of service during war or peacetime

Requests the Illinois Department of Transportation to erect plaques or signs at suitable locations along the designated highway in accordance with state and federal regulations

Urges communities across Illinois to consider appropriate expressions of support and recognition for veterans in their communities
