Designates the section of Illinois Route 8 in East Peoria between Arnold Avenue and Oakwood Road as the "Staff Sergeant Paul Smith Memorial Highway"

Honors Staff Sergeant Paul Smith, who died in service in Kandahar, Afghanistan in summer 2009 at age 43 while serving with the Illinois National Guard's 33rd Infantry Brigade Combat Team

Staff Sergeant Smith was killed instantly when an improvised explosive device detonated near his Humvee during a convoy mission; one other soldier was also killed and two were seriously injured in the explosion

Requests the Illinois Department of Transportation erect appropriate plaques or signs at suitable locations notifying the public of the memorial highway designation

Directs distribution of resolution copies to Staff Sergeant Smith's family, the Mayor of East Peoria, and the Illinois Department of Transportation Secretary
