Authorizes the Illinois Department of Transportation to commence a procurement process for a public-private partnership project to add highway capacity on Interstate 55 from Interstate 355 to Interstate 90/94 in DuPage, Cook, and Will Counties.

The additional highway capacity will be tolled to fund the project under the Public-Private Partnerships for Transportation Act.

Project is contingent on compliance with applicable environmental requirements and Federal Highway Administration approval if federal funds or requirements are involved.

Fulfills the statutory requirement under Section 15(d) of the Public-Private Partnerships for Transportation Act that the General Assembly authorize procurement commencement by joint resolution.

Requires copies of the resolution be provided to the Secretary of State and the Secretary of the Department of Transportation.
