English Learners comprise 10.3% of Illinois' student population, and 25% of U.S. children under 18 live with immigrant parents

Expands the Bilingual Advisory Task Force (created by HJR 36) to study feasibility of professional certification standards for foreign language interpreters in public schools

Certification standards, if deemed feasible, shall require interpreters to demonstrate core competencies in fluency, methodology, and ethics of interpretation and translation

Task Force may examine the certification process for educational interpreters serving deaf students and recommend similar procedures for foreign language interpreters

Adds two members to the Task Force appointed by the State Superintendent: one community college president and one Chicago public schools assistant principal; extends deadline for recommendations from December 15, 2015 to December 15, 2016
