Officer David Tapscott joined the Springfield Police Department in 1974 and died on December 26, 1979, from injuries sustained in a motor vehicle accident while responding to a disturbance call

The accident occurred on December 24, 1979, when Tapscott's prisoner transport van struck a center barrier on the 9th Street railroad underpass after the vehicle's poor handling on wet surfaces prevented him from maneuvering safely

Requests the Illinois Department of Transportation to erect plaques or signs at suitable locations marking the memorial street name in compliance with state and federal regulations

Directs that copies of the resolution be provided to Tapscott's family, the Illinois Department of Transportation, Springfield Police Department, and the Mayor of Springfield
