Creates a Statewide Task Force on Disconnected Youth to examine policies and programs addressing youth ages 16-24 who are neither working nor in school, with 154,094 such youth identified in Illinois in 2014.

Task Force composition includes 8 legislators (appointed by Senate President, House Speaker, and both Minority Leaders), representatives from 8 state agencies and boards, and 25 representatives from organizations with experience serving disconnected youth.

Task Force duties include conducting public hearings and listening sessions statewide, reviewing disconnected youth data comparing Illinois to other states, analyzing financing mechanisms used by other jurisdictions, and producing recommendations on addressing this population.

Interim report due to Governor and General Assembly by November 30, 2016, with final report due by December 31, 2016.

Illinois Department of Human Services to provide administrative support; Task Force dissolves upon filing of final report.
