Recognizes Ronald Wilson Reagan as the only U.S. President born, raised, and educated in Illinois, celebrating his connection to the state throughout his life.

Acknowledges Reagan's achievements as the 40th President (1981-1989) and Governor of California (1967-1975), and credits his "peace through strength" policy with helping defeat the Soviet Union and end the Cold War.

Notes Illinois locations celebrating Reagan's legacy, including Eureka College (his alma mater with Reagan Fellowship and Research Center), Dixon (his hometown with boyhood home and historic sites), Tampico (birthplace museum), and the Reagan Trail tourism corridor.

Requests that the Architect of the Capitol place a statue of President Reagan in the Illinois State Capitol Building or on the surrounding grounds.

Specifies that the statue shall be funded entirely through private donations.
