Expresses mourning of the Illinois House of Representatives and Senate for former State Representative and State Senator Ethel Skyles Alexander-Taylor, who died on September 10, 2016.

Recognizes her career accomplishments including 33 years at the Cook County Circuit Court Criminal Division, service as Ward Committeewoman and precinct Captain of the 20th Ward, and her tenure in the Illinois House (1978-1986) and Senate (1986-1993).

Highlights her sponsorship of major legislation including the Domestic Violence Act (P.A. 82-627), criminal sexual assault law reforms (P.A. 83-1067), rape victim emergency treatment requirements, and multiple election code amendments.

Notes her service on numerous legislative committees including Elections (which she chaired in the Senate), Revenue, Judiciary, and Energy & Environment, and her advocacy for African-American community empowerment and trade unions.
