Urges the Illinois State Board of Education to implement identical educational standards for all students regardless of race, eliminating separate standards that were established under a No Child Left Behind waiver from 2011 to 2017.

Calls on the State Board of Education to abolish any race-based standards in its policies and procedures, arguing that differentiated standards violate equal protection guarantees in the U.S. and Illinois Constitutions.

Pledges House members to review state policies and support programs addressing educational equity and equal access to rights in education for all races.

Urges fully funding neighborhood schools with comprehensive support including mentoring programs, rigorous academics, guidance services, smaller class sizes, and arts and athletics programs.

Encourages public servants and community leaders to address underlying racial, social, economic, and historical inequities affecting young African-American students.
