Directs the Auditor General to conduct a performance audit of the College of DuPage by entering into an intergovernmental agreement with the college.

Audit must examine revenues and expenditures for Fiscal Years 2011-2014, General Obligation Bonds issued in 2007, 2009, 2011, and 2013, and Board fiduciary responsibilities.

Audit must review whether Board of Trustees met its duties including annual presidential evaluations, financial performance reviews, strategic planning, and compliance with Public Community College Act.

Audit must evaluate presidential compensation and severance packages at College of DuPage compared to other Illinois community colleges and verify proper approval of compensation changes.

Audit must examine all transactions between College of DuPage and the College of DuPage Foundation in Fiscal Years 2009-2010 for compliance with applicable laws and policies; College of DuPage is responsible for paying audit costs.
