Directs the Auditor General to conduct a comprehensive audit of Illinois' downstate mass transit districts created under the Local Mass Transit Act

Audit must examine funding sources for downstate mass transit districts in Fiscal Year 2016 and determine if funding has significantly changed over the past 10 years

Audit must review the board of trustees governing each downstate mass transit district and the authority to appoint those trustees

Audit must examine the contractual authority held by each downstate mass transit district

Requires the Department of Transportation and other state agencies to cooperate fully with the Auditor General in conducting the audit
