Approximately 1.5 million Illinois adults and more than 300,000 children have a mental illness, with approximately 850,000 adults and 62,000 youth having a substance use disorder.

Congress passed the Protecting Access to Medicare Act on March 31, 2014, establishing a demonstration program for state Certified Community Behavioral Health Clinics to provide evidence-based mental health and substance use treatment services.

The federal program will award $25 million in planning grants to states; only states receiving planning grants are eligible to participate in the 2-year pilot, with 8 states selected by September 1, 2017.

States with participating clinics will receive an enhanced Federal Matching Assistance Percentage for services during the pilot period.

House encourages Governor Rauner's Administration, the Department of Human Services, and the Department of Healthcare and Family Services to collaborate with stakeholders to develop and submit an application for a federal planning grant for Illinois.
