Notes that 20% of charter schools perform significantly better than traditional public schools while 21% perform significantly worse, based on 2013 Center for Research on Education Outcomes study.

Cites lower performance metrics: charter schools had 60.4% four-year graduation rate versus 84% for traditional public schools in 2013, and only 13% met state standards in 2012-2013 compared to 16% for traditional schools.
