Urges community college districts to waive 50% of tuition and fees for teachers licensed under Article 21B of the School Code who are employed in school districts located in poverty areas designated by the Department of Commerce and Economic Opportunity.

Applies to teachers enrolled in community college programs to obtain additional course credit or an additional degree.

Allows community college districts to condition the partial tuition and fee waiver on teachers agreeing to teach for an additional number of years in their current school district.

Requires suitable copies of the resolution to be delivered to the Illinois Community College Board and all community college districts in the state.
