Directs the Illinois Auditor General to conduct a performance audit of East Moline School District 37 through an intergovernmental agreement.

Audit must examine the District's revenue sources and expenditures by category for Fiscal Years 2011 through 2015.

Audit must determine whether the Board met fiduciary responsibilities including superintendent evaluation, financial review, audit commissioning, and adoption of financial and long-term plans.

Audit must verify Board and Superintendent compliance with the School Code and Board policies regarding fund investment, procurement, contracts, construction, and budget transfers.

East Moline School District 37 is responsible for paying all costs of the audit, which must commence as soon as possible with findings reported under the Illinois State Auditing Act.
