Illinois State Board of Education first required PARCC (Partnership for Assessment of Readiness for College and Careers) as the official state assessment starting in the 2014-2015 school year.

Combined state and district testing burden has reduced instructional time for students and teachers in many districts.

Urges the Illinois State Board of Education to study capping the combined state and in-district summative test burden at a reasonable number of hours per year for all school districts.

Requires a report to the Illinois General Assembly by January 15, 2016 analyzing potential advantages and challenges of adopting a test time cap.

Urges the State Board of Education to develop an assessment system that rewards college and career ready curriculum and provides timely feedback to teachers for improving student instruction.
